The Brazilian legal scene is faced with a crucial challenge: the disproportion between the penalties applied to crimes against property and the actual seriousness of the offenses. This reality, which culminates in the excessive incarceration of individuals for minor offenses, drives the search for effective and fairer solutions. It is in this context that Bill 4.894/2012, conceived by the Constitution, Justice and Citizenship Committee of the Chamber of Deputies, emerges as a milestone in the fight for a more balanced and humane penal system.
