On March 14, the Inter-American Court of Human Rights condemned the Brazilian state for the murder of 12 people by the São Paulo Military Police in the so-called Operation Castelinho, which took place in 2002. In its decision, the Court found that there had been "an operation planned and carried out by state agents to extrajudicially execute these people". In addition to reparations, it ordered the adoption of various measures aimed at supervising and controlling the police force. IBCCRIM participated in the case as amicus curiae. In its brief submitted to the Court on February 24, 2023, the Institute highlighted the need to impose "measures aimed at structurally altering the public security model currently adopted by Brazilian police forces and combating the Brazilian culture of institutional tolerance of police violence."
