The present article aims to analyze the amendments introduced by the Anti-Crime Package (Law n. 13,964/2019) to the Differentiated Disciplinary Regime (RDD). As a secondary objective, it examines the Merits Report n. 294/21, issued by the Inter-American Commission on Human Rights, in the case of Norambuena v. Brazil, which evaluates the RDD in light of the American Convention on Human Rights, with the purpose of understanding whether the RDD, as modified by the Package, aligns with or deviates from international standards on the matter. In summary, it is identified that the changes introduced by the new law intensify the neutralizing bias of the Differentiated Disciplinary Regime (RDD) over the individual, turning the RDD into a true glass dome, incompatible with international frameworks.
