This article aims to understand and discuss the main aspects related to corruption, through the identification, detection and correction of asymmetries or institutional weaknesses that favor the practice of crimes against the public purse. Based on the literature review and the case study of Operation Zelotes, carried out by the Federal Police with the support of other public bodies, we will seek to verify how institutional vulnerabilities allowed the capture and commercialization of public services with the Administrative Council for Tax Appeals – CARF, by public agents and private actors, critical at a great loss to public administration. Finally, from the criminal theories of crime prevention, such as the theory of the conjunction of criminal opportunities, situational prevention and the structure of social opportunities, it is intended to propose mechanisms to mitigate institutional weaknesses and prevent the practice of corporate crimes.
