The implementation of body cameras in brazilian police forces

This article presents the initial findings of an empirical investigation conducted between July and December 2024 under the Brazilian Freedom of Information Law 12,527 on the institutional use of body cameras by state and federal police forces in Brazil. Standardized questionnaires were sent to the Military, Civil, and Penal Police, as well as the Federal Police and the Federal Highway Police. The responses, when provided, reveal a scenario marked by improvisation, opacity, and significant federal disparities: each entity operates under its own rules, with no minimum guidelines or effective mechanisms for control and evaluation. While millions of reais are being spent on the purchase or leasing equipment, the absence of public metrics and structured oversight threatens to turn a promising tool for accountability into a technological display. The findings reveal not only a policy in development fase but also a policy under dispute, with its direction still undefined.
