I will try to combine, here, my absolute respect for the institutions of a sister country, so dear to me, with the total sincerity that the reader deserves. I understand that the situation in Brazil has not progressed sufficiently—far from it—in the twenty years since the Statute came into force. I also understand that there are multiple factors conspiring against progress in this area of the administration of justice, to the extent that they have created, albeit obliquely or indirectly, a veritable system of criminal responsibility for many children over the age of 12.
