The article discusses the importance of a legal definition of a conclusion term for the police inquiry and the importance of its effective observance, due to legislative debates and difficulties of the criminal justice system. Adresses a legislative proposal of the Instituto Brasileiro de Ciências Criminais and defend its approval, considering the view of the public agencies responsible for the criminal justice system, the law, judicial precedents and the effectiveness of fundamental rights.
