Abstract

The author examines organized crime as the greatest contemporary universal concern, demonstrating the impotence of state anti-criminal mechanisms before the criminal enterprise, structured as a pyramid, with strict hierarchical control, dual personality and command of information. It criticizes the exclusivism of dogmatic criminal law and the omission of criminologists, referring to research at PUC/RS. It argues that society is doubly victimized: by criminal action and by state inefficiency. It concludes that organized crime victimizes society, offends democracy, outrages sovereignty and violates citizenship, constituting a true crime against the homeland, requiring international cooperation.
