Proposal for a new public security policy

Abstract

The working group of the Human Rights Commission of OAB/SP, coordinated by the author, starts from the ethical and democratic principles of the republic and human dignity to denounce the rejection of these values in Brazilian public security, marked by unpunished police violence, militarisation and the absence of social control. It aims to propose a constitutional amendment based on three central reforms: demilitarisation and municipalisation of the preventive-ostensive police, both civilian in character, and the creation of external control councils with a majority from civil society. It concludes that such measures are indispensable for democratic improvement and the protection of fundamental rights.
