Abstract

The article reports the experience provided by the International Visitor Program, in which the author participated between January and February 1997, at the invitation of the United States Department of State, with the purpose of learning about prisons and the criminal justice system. The exposition describes the main organizations visited, including official bodies and non-governmental entities, in the cities of Washington, Buffalo, New York, Boston, San Francisco and Austin. The investigation examines the dual structure of the system, the action of the sentencing and parole commissions, plea bargaining, the death penalty issue and alternatives to incarceration. The text concludes that American criminal policy experiences a punitive hardening driven by electoral interests.
