Abstract

The article examines the history, notes and documents of the attempts at global reform of the Brazilian Criminal Code, from the 1963 draft to the 1998 draft. The methodology used is the historical and documentary analysis of legislative proposals and committee reports. The exposition covers the types of reform, the need for consolidation of scattered laws and the position of IBCCrim. The investigation concludes that the 1998 draft was prepared hastily, without consolidation and without public debate, and that global reform requires institutional integration, democratic participation and specialists without haste.
