Abstract

The article examines the selection, training and career of magistrates of the Common Justice of the State of São Paulo, based on research by NEV-USP conducted between 1996 and 1998. The methodology used is qualitative research, with examination of legal texts, notices and exams, visits to sectors, interviews and a workshop. The exposition verifies the pyramidal structure of the Judiciary, the flood of candidates with unfilled vacancies, technicist exams, economic disincentives and the absence of a planning instance. The investigation concludes by the need for a change in the Judiciary's time, which must anticipate and pacify, and for further research.
