Abstract

The article examines Claus Offe's reformist critique of social exclusion and State reform in the context of neoliberal globalization. The methodology used is the theoretical-critical analysis of the author's thought, with examination of his works and the essay on historical transition. The exposition covers democracy, globalization, the fallacies of statism, market and communitarianism, social capital and civil society. The investigation concludes that no reform is significant if it keeps individuals outside civil rights, and civil society is the center of democratic rearticulation.
