Report presented to the General Legislative Assembly at the Third Session of the Fifteenth Legislature by the Minister and Secretary of State for Justice Affairs Dr. Manoel Antonio Duarte de Azevedo. Published by Typographia Americana in Rio de Janeiro in 1874. The document presents the state of the Court's House of Correction and some reflections on the regime that was adopted. It describes the construction and condition of the building, the administration of the prison, the physical, hygienic and sanitary condition, the moral, religious and instructional condition, the prisoners, the discipline and the conclusion. At the end, the Commission proposes the reform of the discipline, with the division of the prison sentence with work into three periods: the penal or punishment period, the correctional or reform period and the transition period, inspired by the Irish system of Walter Crofton.
