Abstract

The document presents the resolutions of the XV International Congress of Criminal Law (Rio de Janeiro, 1994) on environmental crimes, computer-related crimes and regionalization of International Criminal Law with human rights protection. On environmental matters, it recommends the adoption of the precautionary and sustainable development principles, the distinction between criminal and administrative sanctions, and the liability of legal entities and public bodies. On computer crime, it suggests the criminalization of conduct such as fraud, forgery, sabotage and unauthorized access. Regarding international cooperation, it recommends legislative harmonization and the priority of human rights over penal agreements, with guarantees such as presumption of innocence, right to silence and legal assistance.
