Abstract

The text examines the role of the police and the press in crime prophylaxis, understood as the set of preventive measures aimed at avoiding the occurrence of the offense. It argues that the police is the main actor in prevention, and must see and foresee in order to arrive before the crime happens, through patrols, territorial policing and preventive surveillance, criticizing centralization in specialized police stations and the ostensiveness that merely transfers the locus delicti. It analyzes the press as an auxiliary mission, criticizing sensationalism, moral contagion and the criminogenic character of certain news and programs, and proposes the formation of a Criminal Policy Commission composed of lawyers, judges, prosecutors, police chiefs, sociologists, psychologists and journalists.
