The asphyxiation of human rights

The article starts from the analysis of statements made by the President of the Republic in consequence of rebellion that occurred in Altamira Prison (Pará), at the beginning of the second half of 2019, to address the constitutional duty of the personal position of the chief Executive directly in defense of Human Rights and the consequences that his omission can cause in society. It addresses the issue of the monopoly of violence as a civilizational guarantee and the indispensability of the defense of the human rights both victims and criminals.
