granular biopolitics and customized control in Brazil

In the context of the COVID-19 pandemic, automated remote facial recognition mechanisms have been implemented in public and private spaces as a means of access control and risk assessment. Although some groups’ contact with facial biometrics is restricted in situations of convenience, others are subject to monitoring and detention. This reality is present in Brazil, where facial recognition has spread in a heterogeneous and unregulated manner. Based on Foucault’s analysis at the level of techniques and their strategies, the essay’s research problem is to understand the relationship between biopolitics and facial recognition technologies, seeking lines of continuity and rupture. The research is qualitative, adopting bibliographic review and documentary research as research procedures. The method is genealogical-critical, identifying facial recognition technologies as the emergence of a new type of control and mode of subjectivation that advances over disciplinary power and overlaps environmental modulation thought at the population level. Finally, based on the understanding of algorithmic governmentality, the concept of "granular biopolitics" is presented, seeking to reflect on a type of modular control that is simultaneously massive and customized over individuals proposed by facial recognition technologies.
