The exposition, delivered as a lecture in the course organized by IBCCrim on April first, 1997, addresses the criminal enforcement bodies in São Paulo. The text analyzes the two levels of criminal enforcement, administrative and jurisdictional, and examines the State Penitentiary Department, the Enforcement Court, the Public Prosecution Service, the Penitentiary Council, the Patronage, the Community Council and the Public Defender's Office. The investigation points to prison overcrowding, structural deficiencies and lack of coordination among the bodies, concluding that effective reforms in the prison system are necessary.
