300 years of construction of public policies for children and adolescents

The text presents a panoramic view of the construction of the rights of children and adolescents in Brazil, tracing the history of child abandonment practices, the first assistance works centralized in the Santas Casas de Misericórdia, introducing in Brazil the model in force in Portugal, the first legislations that show the concern of the Public Power with the theme and its migration through various instances of the Executive until centralizing in the Judiciary, with the successive edition of the minors' codes of 1927 and 1979. It is under the tutelage of the Judiciary that all judicial process and the procedures of the assistance institutions are ordered, with this attribution later shared with civil society through the creation of the councils of the rights of the child and adolescent and the tutelary councils by Law 8,069, of July 13, 1990, the Statute of the Child and Adolescent.
