Abstract

The text examines the experience of Special Criminal Courts in the State of Mato Grosso do Sul, created by State Law 1,071/90 in obedience to art. 98, I, of the Federal Constitution. It analyzes jurisdiction, oral and very summary procedure, with the suppression of police investigation, the transaction for first-time and repeat offenders, recidivism, double degree of jurisdiction, the replacement of community service with basic food baskets, and reparation of harm as a condition of the transaction. It argues that the experience decongested criminal courts and police stations, brought Criminal Law closer to society, and made justice more effective and democratic, concluding that, although it is not the best justice in the country, it is certainly the fastest.
