Abstract

The text examines the jurisdiction and formalization of procedural acts in the Special Criminal Courts, established by Law 9,099/95. It analyzes functional, horizontal and vertical jurisdiction, jurisdiction by the nature of the offense and by the place of the offense, as well as causes modifying jurisdiction, such as special procedures, absence of personal citation, and complexity of the case. It examines the formalization and validity of procedural acts, emphasizing the criteria of orality, informality, procedural economy, and celerity, and the forms of communication of procedural acts, notably citations and notifications. It concludes that informality cannot violate constitutional guarantees, such as full defense and the presumption of innocence, and that the interpreter must remedy, in forensic practice, the unconstitutionalities of the legal text.
