Abstract

This Bill is justified by questioning the effectiveness of criminal law, which in recent years has been used excessively, leading to a high incarceration rate, particularly affecting vulnerable populations. Through this proposal, the aim is to restore rationality to the political and criminal debate.

Fundado em 1992, após o Massacre do Carandiru, em São Paulo, o Instituto Brasileiro de Ciências Criminais (IBCCRIM) contribui para o desenvolvimento e a disseminação das Ciências Criminais por todo o país, promovendo diálogos entre academia, poder público e sociedade civil.

Reconhecido nacional e internacionalmente por sua atuação na área de produção científica -- incluindo o acervo de sua Biblioteca, a mais completa em Ciências Criminais da América Latina -- o IBCCRIM realiza cursos, eventos, debates e iniciativas de extensão universitária e iniciação científica. As publicações produzidas pelo Instituto, além das notas técnicas e pareceres sobre projetos de lei e ações judiciais de grande repercussão, são referências para pesquisadores, profissionais, jornalistas e estudantes.
