Brazil owes obligations assumed at the international human rights level. The effectiveness of criminal prosecution and the challenges to its implementation are on the agenda of the Public Prosecutor's Office which, in order to achieve them, must incorporate a sense of conventionality in the areas of direct investigation, criminal prosecution of crimes against life and the promotion of penal policies. The article presents the demands imposed by the Inter-American Court of Human Rights on the first two issues and by the United Nations Office on Drugs and Crime on the last. The article carries out a documentary review and analysis of the decisions and acts formalized in these three areas, to map out the challenges of implementing the obligations imposed on the Brazilian state and, in particular, on the Public Prosecutor's Office.
