The article addresses the concept of aporophobia in context with the speech and hate crimes, pointing out various practices that signal aporophobic behavior, especially the aggressions that victimize homeless and beggars, unknown to their offenders who abjectly victimize who is already in a situation of social poverty. Based on the constitutional guarantee of the dignity of the human person, the need for approval of Bill no. 3.135 / 2020 that typifies as a qualifier or cause of increased penalty the practice of homicide, bodily injury and injury due to the feeling of hatred for the victim's condition of poverty.
