Rebellions at youth detention centers and the imputation of prison mutiny (article 354 of the Penal Code)

There is controversy in courts about the configuration of prison mutiny (article 354 of the Penal Code) in inmate rebellions at youth detention centers. Some argue for a systematic and teleological interpretation of the article to cover such riots. Others point out that such a conclusion actually consists in analogy to the detriment of the defendant, violating the constitutional principle of legality, since inmates are not prisoners, nor youth detention centers are prisons.
