This editorial examines ADPF 973/DF, which was partially upheld on December 18, 2025. The Federal Supreme Court recognized the existence of structural racism in Brazil and determined, among other measures, the creation of protocols for the provision of services and the actions of justice system bodies and police authorities when dealing with Black people. The analysis draws on criminological literature, judicial decisions, institutional regulations, and data on stops, lethality, and facial recognition. The editorial concludes that the effectiveness of the decision depends on verifiable obligations, documented procedures, auditing, and empirical evaluation.
