Disputes over a specialized justice

This paper analyzes the disputes that preceded the promulgation of the Estatuto da Criança e do Adolescente - ECA - (Federal Law 8.069 / 1990). It looks at the struggles between two specific groups, which we call "garantistas" and "menoristas", to shed light on the contradictions in the procedural rules established in the ECA. Such disputes, as shown, have important consequences for court-involved youth.
