This paper describes the importance of in-depth legislative discussions before a bill becomes law. It begins by mentioning the central role of the legislative branch in criminal lawmaking and describes the participation of other entities, such as the Executive Branch. Moreover, the paper raises the argument that there is a lack of criminal science in lawmaking, suggests that the different state branches should work in a collaborative manner, and points out the initiatives that are being debated in 2021.
